QUESTION: What is the meaning of the point certainty radius? Does this mean my point can occur anywhere within the radius or just at the exact point?
ANSWER: The point certainty radius describes an area in which the point could possibly occur. For points where there is little doubt about its location, the radius would be very small. This is the case for point locations collected by GPS. However, a point that was noted from a historical source and assigned a latitude/longitude later may have a much larger certainty radius. A historical locality description that is vague, such as a point located somewhere on Mount Whitney would be assigned a large certainty radius value (with a large circle shown on the map) since the point could be located anywhere on Mount Whitney. The exact point shown on the map in this case would merely be an approximate location while the circle depicts all locations this point could possibly occur.
